   * Add supporting features to enable distributed tracing
   
   This includes new internal pipeline policies and other supporting types.
   See the changelog for a full description.
   Added some missing doc comments.
   
   * fix linter issue
   
   * add net.peer.name trace attribute
   
   sequence custom HTTP header policy before logging policy.
   sequence logging policy after HTTP trace policy.
   keep body download policy at the end.
