Rather than this, should we not grab the release version (https:/B-Lang-org/bsc/releases/download/2024.01/bsc-2024.01-ubuntu-22.04.tar.gz) ?

probably unnecessary if we grab a release build rather than building ourselves (maybe some runtime deps are in there though)

Enable synthesis via Docker. Adapted from @jianyicheng's Dockerfile for SIMTight, with added building of bsc and support for Quartus builds using external toolchain.
