Unable to load two Draco models with the same url

The bug seems to be caused by two Draco models sharing the same cached resources. Maybe the cached resources are not getting set correctly after the first model is loaded?

This is also impacting i3dm tilesets where tiles point to the same external glTF.

@ggetz can you look into this?

I marked this as next release since it breaks draco tilesets using instanced models.

There's reports that i3dm draco tiles are not properly rotating models. I re-opened this for now, but if it turns out to be an unrelated bug; please close.

Turns out the rotation issue was #6632 and not Draco related
