This RFC combines the readme files into a single README.md, which becomes viewable on Github, and which allowed me to read through the document quickly and pleasantly. This should increase accessibility generally, as viewers can see the doc on the main page.

For practical purposes, it is forked from the national-code-and-coffee branch.

The document is well written, and seems appropriate for National scope. The inclusion of W3C principles makes it strong, and the lack of formality makes it flexible.

I am still advocating for a Constitution and Bylaws for the Baltimore branch, a conversation I hope we can continue on email or Discord.
