Add PowerShell_Execute-ThumbcacheViewer.mkape module #833

Description

Add PowerShell_Execute-ThumbcacheViewer.mkape module, which uses Execute-ThumbcacheViewer.ps1 to recursively process the source directory to execute thumbcache_viewer_cmd.exe over each thumbcache subfolder(s) found.
