Install and configure WPML plugin for UI translation.

This issue blocks all others, because they depend upon this plugin.

We need from CIJN:

• their account info at wpml.org

For us, we'll need to:

• install the plugin once we have legit copies from wpml.org,
• document configuration steps on localhost and staging, for eventual copying to prod

WPML is installed on staging, activated and registered. The plugin suggested adding the Gravity Forms Multilingual and Yoast SEO multilingual plugins as well, which I've done.

On staging, after activating the plugins and going through WPML's configuration wizard:

1. WPML > Translation Management > configure this, taking the fourth option to set all site admins as translation managers who can delegate translation powers to people.
2. WPML > Theme and plugins localization > select CIJN and Largo, scan the themes for translatable strings. This screen's counts will change after Translatability fixes WPBuddy/largo#1858 is merged, but the general concept is there.
3. Users who have been designated as translators or translator managers can translate the theme and plugins using the interface at WPML > Theme and Plugins Localization, by clicking on any of the yellow numbers. They should wait to do so until we've merged and deployed Translatability fixes WPBuddy/largo#1858
