Application progress bar in complete but unsubmitted state shows 100%

The application progress bar, when in the complete-but-unsubmitted state shows 100%, which could imply that there is nothing left to do, i.e. actually complete:

Use of 99.9% or similar could be misleading, but I would suggest that the bar and the 100% tooltip should probably state "Unsubmitted" to avoid any ambiguity.
