Is there a way to specify the Packaging target or Publishing targets using the vsce API (vsce.Publish and vsce.createVSIX)?

In the "documentation" there is only mention of running vsce as a command and passing a command line option...

Am I missing something? Is this somehow configurable within the package.json manifest?
