"Leaderboard" entries should not count changeset comments with _only_ hashtags.

Changeset comments in OSM exist to explain to other mappers why a particular change was made, as explained at https://wiki.openstreetmap.org/wiki/Good_changeset_comments . Unfortunately a large number of people are using only hashtags in changeset comments. Leaving aside the issues that such gamification causes (see e.g. https://lists.openstreetmap.org/pipermail/osmf-talk/2020-October/007378.html ) leaderboards like this can help by encouraging good behaviour, such as including actual useful changeset comments to go alongside the gamification ones.
