Zarr visualization on dashboard

This is a placeholder ticket to investigate zarr viz on dashboard. note that our titiler doesn't support zarr format yet. (so it won't follow the pattern of how we display raster data now.)

@hanbyul-here just noticing that you opened this 2 weeks ago and I stared to look into adapting some zarr datasets with @carbonplan/maps. Let's touch base with @aboydnw and figure out what the next steps should be, it may be we also need to better understand the use case with Alexey Shiklomanov
