localization with InterfaceStringsWithContext

Descriptions:

Every Languages have some unique expression (e.g time diplay, number etc) . So this issue deals with context that are unique to each language

Implementation steps:

• build number string logic for chinese
• build time and data logic for chinese

NOTE: we are not dealing with text context for each language, This will come in later iteration
