Ao revisor do pull request:
Como descrito na issue o objetivo desse pull request era adicionar o arquivo responsável por executar os passos para realizarmos os deploys com sucesso. Entretanto, um dos passos que realizamos estava quebrando ao ser executado e por isso, precisei atualizar o arquivo "composer.json" e consequentemente "composer.lock".
