Making this tooling helped ID some issues that will change subkey:

subkey: fix hex message decoding and printing logic paritytech/substrate#13258
Sign string data should match subkey behavior. UI encodes to pre&post-fixed U8 data to sign. polkadot-js/apps#8930
Resolve TODOs in scripts to update one these are in place.
