Since "There is" / "There are" / "There was" are quite common in English, I think we should distinguish them from normal simple variables. "There" is a special word here, so we could use it just like "it", "he" "her", etc, pronouns, to refer the last used variable.

Some snippets we can use them:

Let there be light!
If there is nobody
There was a house (in New Orleans)
