View all button for blog post section is gone when removing the header. #3644

Describe the current behavior

When you remove the header/heading of the blog post section, the view all button that shows next to it on mobile, is gone.

Describe the expected behavior

Even without the heading you should be able to see the view all button.

Version information (Dawn, browsers and operating systems)

Dawn Version: 15
Chrome Version 108.0.5359.124
macOS Version 13.1
