Alert channel creation permission dependency is not properly communicated to the user

Bug description

When there are no channels and the user is an editor, I think it makes sense to add a note that only the admin can create a new channel and nudge them to get the channel created. See this conversation https://app.intercom.com/a/inbox/wmkurvb7/inbox/conversation/3561

Expected behavior

Add proper communication so that user knows, what they missing and why they are not able to create channels

How to reproduce

1. check alert channel with a non-admin account and you wont see an option to add a new channel
