Add support for running difference function

The k8s_container_restarts is a gauge metric but reports the measurement like a counter value i.e. number of restarts since the beginning. This makes it unusable because no one wants the total restarts rather than the restarts in the selected time window.

Add support for delta/running difference function to show the restarts since last time.
