Fix for Issue #1075
I've included three test fixture.
Fixture 1
Original data from Issue, notice the point isn't splitting the line.
Fixture 2
I moved the point using QGIS to be on the line and it splits.
Fixture 3
Move the MultiPoint to have 1 point on the line and the other away from the line.
