Consider migrating the Fargate Functions Platform from StrategicUnity into CDK

Using cfn_lint as an example, build out a cdk synth Fargate Function

Replace the CodeBuild implementation of cdk synth with a Fargate Function version, with the objective of improved performance.

NB:
I was unable to get cdk synth to work within a Lambda function, which is why I created the FFP.
