[Bug]: Run analysis fails for PRISM Global

What happened?

We're revisiting PRISM Global (see PR #1361). When I run an analysis, the first step of generating a geotiff fails and the analysis is never run.

Steps to replicate:

1. Use PR Update layer configs and boundaries; COUNTRY=global #1361; REACT_APP_COUNTRY=global yarn start
2. Go to the analysis tab and choose any hazard layer, admin0 as the baseline, and any date
3. The frontend will show a 'Failed to fetch' error

The console mentions a CORS error on the geotiff request. My guess this is more to do with the bounding box, or admin boundaries for a global geotiff request
