When I browse the Resources, I would like to easily pick a "Tag" to filter #1217

Today When I browse the Resources, I would like to pick a "Tag" to filter my list.
On a given pipeline (say d2d) there are only a limited number of tags that can be created (to and from).

Therefore I would like to have an easy way to pick the tags that may exist given the pipelines of a project. (May be this means storing on a pipeline which tags it can create to offer an easy lookup for display in the UI)

A "tag" filter is now available in the header.
The values are dynamically set from the values available in the database.
Also, you can filter by "No Tag" and "Any Tag"
