Look into local development workflow

We're currently using npm's workspaces feature which works in a lot of cases, but falls over when trying to resolve some nested dependencies.

Modules which don't work with workspaces:

• adaptframework
• jsonschema

I'm wondering if issues with certain packages will be resolved when we action #493

Example issue
At the moment adapt-authoring-browserslist is a dependency of adapt-authoring-framework, but the former specifies the latter as a peer dependency. This is incorrect usage.
