Original issue https://community.adaptlearning.org/mod/forum/discuss.php?d=3969

../libraries/ and core/js/libraries/ is not a valid path for skipping compilation currently.
Need a fix to correct these kinds of paths, except for mediaelement-fullscreen-hook which should be compiled and is in the wrong folder.
