The is rebase of #50.
It also removes
force_multifile_mergeGUC variable and uses estimated number of rows to calculate merge cost. The current version of parquet_fdw uses different number of rows to calculate merge cost and to pass to PostgreSQL planner. This PR uses same number of rows which is passed to PostgreSQL planner.
