Migrations cannot be edited #1820

Problem

If one does any innocent edit to a past (applied) migration, it will fail on production.

This is because of the migration content hashing going on here https:/duct-framework/migrator.ragtime/blob/33077e77c4987b256a4bee76ed64d76c5b845887/src/duct/migrator/ragtime.clj#L63

Solution

Fork the code and get rid of the stringent check.
