在k8s环境中运行时，环境变量NAMESPACE冲突 #11954

k8s 的pod中都存在NAMESPACE这个环境变量，当nacos使用public（也就是空）命名空间的时候，客户端会把pod中的环境变量NAMESPACE当成nacos的命名空间，导致public下的配置无法读取
