正常情况下，要为一个资源配置一个熔断规则，我要对接很多地方系统。 每一个地方系统都是相同的熔断规则，一个一个配太麻烦了

是否支持，多个资源都用同一套降级规则，只要配置一次就行了

目前不支持的，资源是规则的唯一标识
