Using https:/simd-everywhere/simde/

I can switch this PR to us a git submodule instead. Or I can generate a single simde-sse2.h. Whichever is preferred is fine by me.

I've used an alternative solution with sse2neon.h for the Bioconda linux-aarch64 support: https:/bioconda/bioconda-recipes/pull/48713/files
