Closes #7621.

Test Plan

Before:

  • uv init
  • uv add flask
  • Change to CRLF in the editor
  • uv add httpx (leads to double newlines)

After:

  • uv init
  • uv add flask
  • Change to CRLF in the editor
  • cargo run add httpx (leads to correct newlines)
