this require usrsctp to be upgraded in https://git.openembedded.org/meta-openembedded/tree/meta-networking/recipes-protocols/usrsctp/usrsctp_git.bb?h=kirkstone

Closing. 1.10.0 is not supported on kirkstone, cause usrsctp is not updated.
If a customer needs this, you have to add a more recent version of usrsctp to your setup.
