Problem/Motivation

There are various discrepancies that exist in the our library definitions in our custom modules and theme. Recent changes to Drupal core have made it vitally important that these things are configured correctly as improperly configured library definitions can lead to cache and aggregation issues.

Proposed resolution

Address discrepancies in our library definitions.
