The Windows build with vcpkg does install hdf5 v1.14.* but hdf5-rust's latest release (v0.8.1) is not supporting it.
When we use the older version of vcpkg to install hdf5 1.12.*, some other error occurs on github action while downloading its zlib dependency. Best is to wait until aldanor/hdf5-rust#262 is resolved.
