Revise Troubleshooting doc to mention Reset State #1350

In the past we had to advise users to drop to the filesystem and manually delete appState.json in order to clear app state to recover from a catastrophic bug. Thanks to work delivered in GA Brim tagged v0.22.0[🎉 ], there's now a user-friendly option to achieve this via Window > Reset State in the pull-down menu.

In this PR I've revised the Troubleshooting article to recommend this simpler approach instead.
