Show tooltip on hover of substantial completion date in project list

As we incorporate substantial completion date into the project list view and the project view, we need to show tooltips where we show the substantial_completion_date to make it clear what this field means.

Definition of substantial completion date: The earliest confirmed start date of a project phase that has a simple phase name of Complete (Complete or Post-construction)

In Scope

• Add tooltip on hover of the column header in the project list view (see the config for Modified header which also has a tooltip with a description)
• Centralize the definition in the code since we will be showing it elsewhere
