Short description

Stop storing build artifacts to AWS and just always build them in this step. The build step does not take a long time so rebuilding the artifacts is fine.

Acceptance criteria

We no longer touch/refer to AWS in build.yml

Impact to Other Teams

none directly

adapters will no longer be uploading to AWS but none of us referred to these artifacts anyways. The inputs will not change so nothing will break.

Context

We never refer to them but it cost money to store them in s3. So let's stop. It's an extra complicating factor that's unnecesary.
