Take a swing at some of the trickier bits of #227.

Integration tests:

require Rename data/ to seeds/ dbt-adapter-tests#28 for spec-based tests
custom tests are running locally with the new test harness!! I had to do some jankiness just around create schema/drop schema

I tried to go all-in on the new tox formatting, workflows, everything. As it is, though:

need a lot of help with the CircleCI → GHA cutover
installing dependencies in CI is no fun
