Authors section in spec

In addition to an "Editors" section, we can also have an "Authors" section.

From index.html:

// This is optional, uncomment if you have authors as well as editors.

Who should go in here? Major contributors? All contributors?

"All contributors" are not typically included in the Authors section. "Major contributors", by whatever metric the Group producing the document wants to use, are sometimes listed as Authors.

There's another acknowledgements section that typically gets used for minor contributors, members of whichever W3 WG/CG/other, etc.
