Project status update

The project has currently 7 open PRs (https:/dwyl/dwylbot/pulls)

However the documentation and the Readme needs to be updated before merging any PRs.
The list of rules need also to be updated (the trigger action for each rules needs to be more explicit).

This will make it easier for people to understand the project, to run dwylbot locally and to contribute.

So once the documentation is up to date we will be able to review PRs
