This PR updates the version attributes for the 8.x branch.
It adds the 8.x branches to the conf.yaml and adds a temporary work-around for links to clients that don't have 8.x docs yet.
It also removes a work-around that was implemented in
build_docs.plin #3068 and is no longer required.
