Describe the feature:

Threshold layers are currently using the same palette system as the chart series.

The current color defaults appear to use a series of colors beginning with #6092C0. For thresholds, this should always start with a neutral default color (#69707D/$euiColorDarkShade was used in the designs).

All thresholds should default to the same neutral color
