[Reporting] Link to management section in report notifier

When generating a report we currently show a notification when we are done (either sucesss, failure or warning). In that notification we add a link to the stack management section:

This creates a slightly tricky UX because the notification presents two actions:

• Go to stack management
• Download the report

We should consider removing the link to stack management and perhaps keep the verbiage.

Hi @jloleysens I'm having a bit of trouble parsing the description and finding the value this would bring. Do we still need this task?

Note: this behavior was explicitly asked for and resolved in #111412

I appreciate the consideration for user-friendliness, but as far as I know, this issue hasn't created any problems. I think the "Download report" button represents a clear call-to-action.

I think our current behavior does the right thing, and given the lack of activity on this issue it seems safe to close.
