Repeat panels on a dashboard

Add a panel option to dynamically multiply the panel by either setting template variables, or splitting on unique field values, or a filter, etc.

The resulting panels would act as a single panel in terms of panel options, and panel frame, so it would be moved around as one.

We should restrict to full width panels or it could get awkward with the current mosaic dashboard layout.

Paired with nested dashboards/panel groups this could be a powerful feature.

Closing this in favor of the small multiples project, which can be used to accomplish roughly the same thing!
