Ability to add observability charts to dashboard

It was discussed several times in join meetings but I can't seem to find the issue.

Ability to add tracing chart from APM, Logs UI, and waffle chart into a dashboard and Canvas
The embeddable allows teams to register their charts as embeddables and add these into a dashboard or Canvas workpad.

Main motivation:

• Leverage Kibana solutions and core Kibana apps together
• Quickly create a single pane of glass
• Allow users to easily interact with and explore their data
• Allow users to seamlessly transition between dashboard and solutions

Embeddables are already in use by Maps and recently by ML team. Which can now add ML swimlane into a dashboard #64056

Capturing @tbragin comment on types of charts that should be added to a dashboard or to a Canvas.

APM charts:

• Transactions per second/response times
• Top transactions table including impact column
• Distributed trace timeline

Metrics:

• Waffle map

Logs:

• Embeddable Logs UI
