Even though we should avoid making breaking changes frequently this one is a necessary evil. The reason is that we need to promote the new config format a bit more aggressively as it's required for lots of new features we ship or going to ship (access agreement, per-provider session settings, anonymous access, also Cloud SSO won't be enabled automatically if the old config format is used). Moreover all our docs and recent blog posts already use new format, Oktanaut prefers new format since 7.8.
