Remove EuiCodeEditor from advanced settings

Summary

Part of #106931

Switches from EuiCodeEditor to use the internal CodeEditor (using Monaco) for advanced settings.

TODO:

• Adjust tests
• Build an auto-height mode similar to ACE after [Monaco editor]: Fix accessibility focus trap issue #107292 is merged
