revert PR 36804 'Create additional HTTP servers' #42333

Summary

#36907 is on hold. It is not pragmatic to maintain code that won't be used any time soon, so I revert #36804
we can introduce those changes again when needed.

Did revert manually, since didn't manage to apply automatic one.
