Hovering over an avatar which marks a message as seen by that person does not use userIdentifier #21031

Steps to reproduce

In a room hover over one of those avatars that show that the person read the message.

Outcome

What did you expect?

as per matrix-org/matrix-react-sdk#7595 I expected this to also be a part of it

What happened instead?

It was not...
