Update the actions versions used and test support for Python 3.11.

We'll need to bump up our dependencies and minimum Python to 3.8 for a lot of this to work. So wait until the 1.8.0 release. |

This PR got a bit out of hand while I tested why things were failing. Replaced by #420 and other PRs. |
