The simplest possible Django project using django-libsass, for troubleshooting
git clone https:/gasman/hello-django-libsass.git
cd hello-django-libsass
pip install -r requirements.txt
./manage.py runserver
Visit http://localhost:8000/ - you should see a green page saying "It worked!"
