Background

Needs to be done after EMR upgrade:

This was previously a restriction preventing us from upgrading Java, but the new version of EMR supports Java 17.

Description

We'd like to upgrade to Java 17, for all deployed artifacts.

Analysis

We're using Java 17 to build the system already. We're targeting Java 11 for all modules except for Trino, because Trino requires Java 17. We can remove support for Java 11, and use Java 17 in our lambdas and all Docker images.
